Release Information

The Austrian Production Index is compiled according to concepts and methods in the European manual Methodology of short-term business statistics, Interpretation and Guidelines

 

  • Concept: measure of change in the volume of net-production for producer units (establishments).
  • Definition: measure of change in the volume of net-production of a fixed set of products at constant prices.

Classification/sectorization

Classification: of activities by ÖNACE 2008 which is consistent with NACE Rev. 2. Backcasted time series according to NACE Rev.2 are available back to 1996.

Scope of the data

  • Regional coverage: The geographic area covered is Austria and its nine federal provinces (Bundesländer).

 

  • Activities covered: Coverage comprises Sections B, C, D, E and F of NACE Rev. 2 on 2-digit level.

 

  • Products covered: Both primary and secondary products are covered.

 

  • Size classes covered: Employment-size-classes and since January 2008 additional turnover-size-classes: Enterprises with at least 20 persons employed and a turnover threshold of 1 million EUR (excl. VAT) per year, taking into account that 90% of national production in each NACE Division should be represented.

Valuation

The following variables (values) are surveyed:

 

  • Own production intended for sale: price within the reference month excluding VAT
  • Own production of intermediate goods: internal settlement prices
  • Subcontracted work carried out in the reporting unit: compensation actually paid by the principal
  • Production sold: invoiced amount excluding VAT

Recording basis

Questionnaires are sent to the reporting units at the end of the reference month asking for reply by the 15th of the following month. Missing responses are requested by telephone contact followed up by two postal reminders. At the time of dissemination of first provisional results at t+55 (70% coverage); revised results are published at t+85 (90-95% coverage); final results are available in October of the following year (99,5% coverage).

 

Source data collection programs

  • Data source: Data are obtained from the monthly short-term statistics survey.
  • Sample size: The survey covers about 11,600 establishments within NACE B to F of NACE Rev.2. The population is drawn from the business register as a non representative, concentrated sample (cut-off sample) on the basis of employment-size-classes and since January 2008 also on turnover-size-classes; the sample is updated yearly;
  • Unit selection: Enterprises with at least 20 persons employed are surveyed. In some branches an additional turnover threshold of 1 million EUR (excl. VAT) per year is used to cover at least 90% of the production of each economic activity.
  • Data collection media: Mail questionnaires (paper forms), electronic and web questionnaires are used.
  • Item/product specification: The Austrian version (10-digits) of the PRODCOM classification is used (necessary for deflation).
  • Item selection: Almost all surveyed products are included in the index (in case the NACE activities are included in the base year).
  • Sources of weights: Monthly survey on short term data - NACE sections B to F (for production values), and structural business survey (for value added).

Source data statistical techniques

  • Procedures for non-response: The response rate is nearly 95 percent (at t+85 days). In case of non-response the values of the previous month are imputed as a substitute.
  • Selection of replacement items: Since almost all products reported by the units are used for the index calculation anyway, no selection of a replacement variety is necessary.
  • Adjustments for quality differences: every 5 years with the new base year adjustments are made for quality differences.
  • Introducing new units and products: New units are introduced if they exceed the cut-off limits. However, in order to comply with the Laspeyres concept, new NACE activities are not introduced before the next weight update.

Other statistical procedures

The Austrian Production Index is a fixed base year Laspeyres index (currently 2015=100) which will be revised every five years. Indices of producer prices, construction prices, wholesale prices, consumer prices, and agreed-minimum wages are used as deflators.

 

Nature of variables used: Deflated production values per product.

 

Nature of weights: Gross value added to factor costs derived from structural business statistics.

 

Period of current index weights: Value added--calendar year 2015.

 

Frequency of weight updates: Every 5 years.

 

Computation of lowest level indices: The production value of the subclass of ÖNACE (5-digit-level) is computed by the deflated production values of all establishments assigned to the subclass. The sum of the deflated production value of the different subclasses is divided by the monthly average of the base year and multiplied by the weights to get a weighted relative for each subclass.

 

Aggregation: The weighted relatives for each subclass are then aggregated by using the Laspeyres formula.

 

Alignment of value of weights and base period: No adjustment is necessary because the period covered by the output weights is identical with the base period.

 

Linking of reweighed index to historical index: Linking is carried out by means of a simple linking factor calculated from the two index values for the first overlapping year.

 

Reference period: 2015=100

 

Seasonally adjusted indices: EU-harmonized working day and seasonally adjusted indices are calculated. The adjustment is done with the program X-12 RegARIMA developed by the Bureau of the Census. Results are published beginning with January 1996.

 

 

Data is not revised.

The data is now classified according to the NACE 2.0 classification system whereas data was classified according to a NACE 1.1-based system in the past.
