In accordance with the GFS Manual 2001, the general government sector is defined to cover all entities that fulfill the functions of government as their main activity.

Exclusions: Government-owned business enterprises producing goods or services for profit. Extrabudgetary expenditure of directly financed international donor projects.

Inclusions: Extrabudgetary funds that perform some of the usual functions of government (pension and other social security funds). PE for road reconstruction and maintenance. Some donor-financed projects.

For analytic purposes and as the basis for international comparisons, the GFS Manual divides the general government sector into several standard sub-sectors: central government; state, provincial or regional; and local government. For the purpose of international comparability, "central government" is defined in GFS for BH as the consolidation of all governments except municipal ones, which are classified as local government.
