For Ireland, planning permissions measures the number of construction activities that are granted final permission by the local government. The Local Government (Planning and Development) Acts, 1963 to 2000 require that the majority of construction activities obtain planning permission. All local governments then supply every request for planning permission that has been granted.

Name of survey: Planning Permissions

Purpose: to supply a short term indicator on planning permissions

Target population: all new constructions/developments in Ireland

Survey size: about 3000 to 5000 per quarter

Variables collected: number of units, description, floor area

The following permissions are excluded since they do not entail construction per se:

Changes of a technical and business nature as distinct from a building or structural nature, Outline permission, Retention of an existing building, Changes to existing plan, Bye-law permission, Refusals - permissions subsequently granted on appeal by An Bord Pleanála are included.

Communal dwellings - orphanages, convents, abbeys, monasteries, dormitory building and homes for nurses/medical staff

Data for floor area is rounded and may not sum to the total

For national and subnational (NUTS 2016) count of permits, we compute seasonally adjusted (SAAR) counterparts using X-13ARIMA-SEATS.

For the count of permits under the predecessor NUTS 2013 vintage, our SA counterparts ran from 2001 to 2017.
