The survey has a monthly basis and collects information on the proposals of new buildings (residential and nonresidential) and expansion of existing buildings for which has been withdrawn regular "building permit" at the municipal offices of responsibility.

Existing buildings that do not change in volume during reconstruction/transformation are not included. The survey is a paper questionnaire (form ISTAT / AE), for which there is an obligation to build, by the applicant permission to build, using the model of instruction called ISTAT / AE / Inst. Municipal offices collect the  monthly questionnaires, check the accuracy of the information, complete them by filling in the space reserved for the city, and send monthly to Istat. If there are no building permits in the reference month, the municipality still must send a report of no construction activity (form ISTAT / AE / Neg).

The are surveys for the two types of buildings: residential and commercial. The survey contains three parts:

  1. General news of the work: construction schedule, location, intended purpose of building, land agreements, structure type, financing arrangements, heating system, and requested permission to build.
  2. For residential buildings only: surface volume, number of houses, number of rooms, and habitable floor area. 
  3. For non-residential buildings only: size of the building, type of work, and economic use.
