Free (non-OPH) vs. protected (OPH). Moody's Analytics believes this refers to the public housing office, which administers social housing (which has three categories: PLAI, PLU and PLS, for low-, mid- and high-income households, respectively).  "Free" appears to mean "rental rate freedom" as contrasted with "rent-controlled".
